ISLAMABAD: To replace the security checkposts erected after the recent wave of terror attacks, the Central Development Working Party has approved an automated security plan to monitor key spots through a network of online cameras.
The Rs1 billion project titled ‘Safe City will initially be launched in the federal capital and would be expanded to other cities depending on its performance.
‘After determining the requirements of further upgradation, the project will be launched in Peshawar, Rawalpindi, Lahore and Karachi by the ministry of interior,’ said Deputy Chairman Planning Commission Sardar Assef Ahmed Ali.
Talking to Dawn, he said the project was originally designed for Karachi but due to serious terror threats, the government had decided to implement it in Islamabad.
The scheduled implementation time of the project is around one year and it has a grant/loan of $124.71 million from China.
According to the working papers, the project would create a security framework by incorporating strategies to monitor the movement of suspected vehicles or persons.
The project would strengthen law enforcement agencies by utilising state-of the-art technologies including cameras and information available on the national database about vehicles and citizens.
An official of the Planning Commission said the cameras would be installed at all key points in the city and the identity of any vehicle or person could be verified by the officials present at the control room. ‘Similarly, with the help of recorded footages and available information the movement of suspects could be monitored all over the city,’ he added.
After verifying the identity of any moving vehicle, the official at the control room can tell the police personal concerned to check it.
‘Besides, the police personnel can also get the identity of any suspicious person verified from the control room through the wireless communication.
Officials said the Safe City project would provide greater degree of coordination and response capabilities to security agencies.
‘At present, law enforcement agencies do not possess the ability to collect information and organise quick response to any suspected movement,’ said the working paper of the project.
The officials said after implementation, the system would not only relieve the citizens of the troublesome checkpoints at the entry, exit points and within the city but would also ease the police department from manning over 100 checkpoints.
The project would be implemented by the Islamabad administration and local police; however 159 specially trained officers/staff will be hired to execute the project.
The project also visualises establishment of a video library containing all the surveillance records.
The interior ministry is already working on the establishment of a nationwide integrated trunk radio system for police at a cost of Rs1.95 billion. The plan is to integrate the ‘Safe City project with the network of nationwide police radio to enable the law enforcers to identify any cross-district or province suspected movement.
